also, running this test program from the wine site fails: http://www.winehq.org/hypermail/wine-devel/2003/08/att-0175/01-biditest.c I don't understand exactly why this bug is happenning. When I looked at debian/rules it seemed that it follows the instructions here: http://www.winehq.org/hypermail/wine-devel/2004/04/0111.html and so bidi should have worked.
