Running with GUILE_WARN_DEPRECATED=detailed,

        (use-modules (srfi srfi-34))

provokes a warning

        Using `export' to re-export imported bindings is deprecated.  Use 
`re-export' instead.
        (You just re-exported `raise' from `(srfi srfi-34)'.)

I think you're meant to make the definition before the export.
define-public works too.
