 You've got the problem with all GNOME apps?

 I suppose you configured you web browser to Galeon, did you setup GNOME
 to call "galeon" or "galeon -n"?

 If you used "galeon -n", then it is normal for the window to come to
 your workspace, you might want --noraise as well to stop the window to
 come to your workspace.
