This proposal sounds really good to me, because
a) it fit's well with the alternatives mechanism,
b) it's a usual way to handle such things in debian, as you mentioned
c) if a (non-root) user wants to override it, he can easily do it 
   by entering a different player in the config window
d) it may be useful to other applications
e) it doesn't affect users which have sounds disabled in psi

The only disadvantage I see with your proposal is that this would need
coordination with sound player packages (to implement a proper set of
alternatives), or a new package with a script that automagically
determines the best playing method available.

I'd be more than happy to change the default sound playing command in
the debian package of psi, if debian provides a better one than 'play'.
