Come on! I had offered to take over initrd-tools several months ago. I am sure that there would be several other volunteers.
But a big part of the mess about initrd-tools is a lack of documentation. It can do a lot, if you make use of the scripts directory, for example.
If you want to replace initrd-tools by something else, then I would suggest to switch to the new initramfs procedure (see Gentoo).
