First off thanks for taking the time to package this application, my
users love using it and I love how easy the Debian package makes it to
manage.

For compatibility reasons with other existing systems, we run our Apache 
with the user/group www instead of the standard Debian www-data.

After updating the websvn package it chowned /var/cache/websvn and
/etc/websvn/svn_deb_conf.inc back to the www-data user thus breaking my
installation.

This seems sensible for a default installation but on an upgrade it
seems bad to mess with existing permissions as there are lots of reasons
and configurations where this approach can cause problems.
