I will probably settle on:

 - generating /etc/hotplug/usb/libgphoto2.usermap on installation[1]; and
   shipping it in /etc/, not /var/ (for now, I could move it to /var/
   if usb.agent starts looking there)

 - pointing the user to /etc/hotplug/usb.usermap

[1] print-usb-usermap looks into /usr/lib/libgphoto2/*; it is not
    possible to point it to another directory (without modify it
    to use gp_abilities_list_load_dir(..., debian_build_dir,...))
