The dates that CVS shows to the user are not consistent. Sometimes they are in the server timezone and sometimes in the client timezone. For instance if you "cvs log", find the date of a revision, and use this time do get a diff with "cvs diff -D ..." it won't work. Usually I find the dates provided to me by "cvs log" are UTC (not sure if that's because the server uses UTC or because CVS does), but the ones accepted by the -D option are not (I think they're local time). The times accepted should all be local (as indeed they may be). However the times shown should either be local or absolute. Either is okay; absolute may be easier if the time is generated by the server - the server can append the timezone or use UTC time (and append "UTC" to the date) and the resulting time will then be useful anywhere.
