I don't see why octave2.1-headers would need type-handling, since, unlike
r-base-dev, it's an arch:any package. You should be able to have a
${m68k:Depends} or something in your debian/control that only gets
populated with f2c on m68k builds and no other.
Of course, use whichever solution you prefer.
