I made the changes to filter out building of static libs for extra packages. See [1]. Note that I rebased the changes from current master, so if you checked out this branch, you'll have to merge the changes back in. About the copyright files, I'm not sure, but it seems debhelper is ignoring the installation of the per package *.copyright files unless they are in the debian directory at the start of a build.
