If systemd can't start dbus due to a missing machine-id file, it silently hangs
forever. It should really be a little more resilient and/or informative - i.e.
if that file is missing, tell the user that booting is broken due to it being
missing - or even better, regenerate the file if required. The current
behaviour is hateful.
