What's the best-practice here? Is it OK to ship a dpkg-managed directory
whose ownership is changed in maintainer scripts? Will the changed
ownership "stick"?

(AIUI, we can't ship a directory owned by Debian-tremulous, since that
user is created dynamically?)

In a real installation of tremulous-server (one where the server has
actually been used!), that directory will contain files, and I believe
also subdirectories; if they're not removed, that's also a bug. Will
dpkg remove the contents of a directory that was empty in the .deb but
is now populated? I suspect not.

Removing that directory in the postrm would be the other way to get rid
of it, which *would* get rid of the server data.
