Right only for a small set of packages, and wrong for some other small set of packages. Having no way to guage the relative size of these sets, and with any change needing changes to the latter set, and there already being a simple way for packages in the former set to configure dh_installchangelogs NEWS; the benefit of doing this is small and quite likely negative. -- see shy jo
