This bug has nothing to do with ssh and can be worked around by touching

/etc/environment

if it does not exist.

See also bug nr. 330852 ( http://bugs.debian.org/cgi-bin/ bugreport.cgi?bug=330852 ) A recent patch from the debian maintainers forced the pam_env module to read /etc/environment by default. This appears to be a problem when the file does not exist.
