Hi,

the newly created config file
  /etc/modprobe.d/capiutils.conf
contains content that is no valid input for modprobe.

In addition to that it looks like the file was created inadvertently,
marking the original config file
  /etc/modprobe.d/blacklist-capiutils.conf
as obsolete.

You may want to have a look at
  https://github.com/marschap/isdnutils-debian
which contains among other fixes also commit
  ead9af311d0cf16bc8a75b3cb61c91852841f3c0
that should create the file 
  /etc/modprobe.d/capiutils-blacklist.conf
with correct contents using dh's magic.

PS: I realized, that my patch changed the config file name again.
    Feel free to revert by adapting the patch as needed.
    (Although I admit I find my naming more logical ,-)
