Debian Policy says:
restart
stop and restart the service if it's already running, otherwise start the
service
/etc/init.d/zope calls zopectl restart which does not stop and start
zope but sends SIGHUP to the instance. The initial zope process does
not get stopped and restarted this way. So the configuration in
/etc/zopectl/default.conf etc. does not get reread.
Please rename the restart option to reload and add a restart option
which stops and then restarts zope.
