After trying to reinstall sysv-rc and insserv a few times to no avail, I looked into sysv-rc's postinst and suspected the problem was that the divert will be removed if only /var/run/sysv-rc.upgrade existed, so I manually ran these commands

dpkg-divert --package insserv --remove /usr/sbin/update-rc.d

mv /usr/sbin/update-rc.d{.distrib,}

and later reinstalled sysv-rc. I seem to have fixed the problem on my system.
