I have noticed that

ReadOnlyDirectories=/var/run/vsftpd/empty

does not  work as  expected: it  does not create  the directory.  I have
replaced this line with:

ExecStartPre=-/bin/mkdir -p /var/run/vsftpd/empty

Again, maybe there are better solutions.
