Exactly, /etc/ffserver.conf was moved to /etc/avserver.conf, so you
should use `dpkg-maintaner-helper mv_conffile oldconffile newconffile`.

No, this will affect everyone who has installed a version of ffmpeg that
shipped /etc/ffserver.conf, otherwise without taking care of its
renaming this file will be left around and dpkg shows that:

 /etc/ffserver.conf d4d0a77d594735af0d92e12e2b74aa15 obsolete
