This is with manpages-dev 3.35-0.1 and manpages 2.49-1.

Users may have old packages installed (actually not that old in 2007),
and I have even older packages still installed (e.g. because marked on
hold).

If you mean that the bug was in manpages 2.49-1, then this bug should be
reassigned to manpages, marked as found in 2.49-1 and fixed in 2.57-1.
If you consider that the bug is really in the manpages-dev missing
dependency but don't think it is worth to fix it, it should be tagged
as wontfix.

No, the problem still occurs with recent manpages-dev if manpages
hasn't been upgraded yet.
