PROBLEM
There are some packages that are native but include patches. For
example:
sawfish-themes
With dpkg, this package would be of type
3.0 (native)
... but then dpkg wouldn't handle included patches and maintainer needs
to write his own patch handling to debian/rules; which kind of misses
the built-in patch management support in new packaging format,
SUGGESTION
I'm proposing that dpkg would also recognize format specs:
3.0 (native quilt)
3.0 (quilt native)
and handle debian/patches files as in
3.0 (quilt)
