Hi, I think providing https mirror will make the hosting a lot difficult, since it may use up a lot of CPU time and other server resources. Packages of public mirrors is public anyway, and I see no usefulness of encrypting them. apt-transport-https is useful when somebody is hosting private APT repository with some packages that don't want to be cached, etc.
