Oops, sorry. My bad.
It does not occur with "apt-get upgrade".
It might in fact be related to aptitude version 0.6.6
I messed that up, because I use a custom script "apt" that is a
shortcut to aptitude, apt-cache search and such.
Indeed there is no reason why aptitude should run the localepurge
script in the first place, as this is -d mode.
And the bug is probably just the same as #629266 which is marked as pending:
aptitude: {full,safe}-upgrade -d has infinite loop
