This (badly) explains the change to "Save". However, it does not provide a hint of a reason why "Export" would allow every single file type known to Gimp, except for XCF. This looks like singling out this format just to spite the user -- it's a file format like any other, and we're already "exporting" rather than "saving". This just convolutes workflows for no purpose.
