This (badly) explains the change to "Save".  However, it does not provide a
hint of a reason why "Export" would allow every single file type known to
Gimp, except for XCF.  This looks like singling out this format just to
spite the user -- it's a file format like any other, and we're already
"exporting" rather than "saving".

This just convolutes workflows for no purpose.

Also, if "XCF" isn't listed on the drop-down list like it isn't currently
means everyone who types "foo.xcf" as the name knows what he wants
explicitely, so blocking this is weird, and does nothing towards the goal of
forcing "save" to do XCF only.
