Hi, phpgacl is currently uninstallable in sid.
smarty was removed from sid [1] and will be removed from wheezy once all packages depending on the obsolete smarty have been updated (or removed from wheezy). smarty3 now provides smarty, but phpgacl has a versioned dependency on smarty (>= 2.6.9), so this can't be satisfied by a provides.
