I'd rather opt for a depends here since gnome-shell behaves errornously in
this regard if the package gkbd-applet is missing.

Doesn't the Debian policy state that a package has to be a dependency for
another package if the latter does not work properly without it?

Also, most users probably won't be able to figure out how to fix this error
with gkbd-keyboard-display missing unless they do a web research. The
additional disk space required for gkbd-capplet is ~57 kB, so I don't see
why anyone wouldn't want to install it in any case.
