I wouldn't close a bug report in our BTS just b/c it has been
classified as upstream bug. It is anyway a bug in our package, even
if the Debian maintainers didn't cause it. I suggest to re-open it
and to mark it as forwarded as soon as this has been done.

And yes, people finding upstream bugs in TL package of Debian are
urged to analyse and report them @upstream theirself (if possible).
