User accounts reside in /var/lib/gforge/chroot (even if their ssh connections aren't yet chrooted). The available shells modifiable from the useredit.php page are defined after /etc/shells, but this should be something specific to fusionforge and not based on the base host's /etc/shell, IMHO, i.e. reading the contents of /var/lib/gforge/chroot/etc/shells. common/include/User.class.php and account.php are affected by the path change.
