Nope, you already told it the bug before I started[1]. I listed all possibly unclear licenses and their resolution[2]. My plan is to first send out all e-mails and see what I get. For those who contributed lots of locales, I collected them in one mail (unfortunately all e-mail addresses were invalid), currently I'm working through the remaining list. I'm not going for the "implicit" list unless the author also worked on the "non modify" one, at least for now.
