CM-super fonts contain set of glyphs which cover much more than just T1 encoding. At least t2a, t2b, t2c ts1 and x2 encodings are supported. Typically user even is not aware which TeX encoding his files use - he just select appropriate language using babel package and it does all the magic behind the scenes.
