The problem is, that you don't have libpam-systemd installed.
If systemd is booted and active, the udev rule
 /lib/udev/rules.d/70-udev-acl.rules becomes inactive and device
permissions are no longer applied via ConsoleKit and rather need 
to be applied via systemd.
For that you need to have a session registered in systemd-logind.
I bet systemd-loginctl did not list an active session for your
user, so the acls were not applied for the device.

It would be great if you can check this.

As we already have a recommends on libpam-systemd, I'm inclined
to just close this bug.

Tollef, what do you think? Any way to deal with this differently?
