IMHO no.  The sysvinit in unstable is certainly targeted for wheezy, and I
would expect those fixes to land there within a couple of weeks.

Logically, anacron could declare a Breaks: on older versions of sysv-rc;
but this is really a conditional breaks, and risks making it harder for apt
to calculate upgrades.  Given that upstart as it currently exists in Debian
is very much experimental (you can't install it without removing an
essential package), I don't think this is justified.
