If you choose to run sa-update before starting spamd, that's fine, and
not a bad idea if your host reboots frequently.  Since sa-update
potentially takes some time (especially if sa-compile is used), running
it on every reboot could have an undesirable impact on boot time.
Additionally, since spamd is typically run on mail servers, which don't
reboot frequently, I believe this change would be of minimal benefit to
most users.

Since sa-update is optional and is never run automatically by default,
you'll have a hard time convincing me that not running it at boot time
is a security issue.

I don't plan on making the requested change. However, if somebody
provides a patch to implement it, I'd consider applying it.
