I think I have finally got to the bottom of this. The link to documentation in the original post is outdated. The source file from which the info file and html docs can be generated using makeinfo is "doc/bashref.texi" at least in the 4.2 version of bash. This is GFDL without invariants so I can see no reason why these should not be generated together with the other bash packages.
