After the 1.1.3 release, it was the consensus of the SKS maintainers to move to bitbucket.org as the DCVS site.
New downloads will no longer be on the Google Code site. Downloads are (and new downloads will be) available at https://bitbucket.org/skskeyserver/sks-keyserver/downloads We are now OpenPGP signing release tarballs.
