We want to move the changelog file from /usr/share/doc/<pkg>/ to the package's metadata (i.e. within control.tar in the .deb file). You should thus try to look for the changelog file there before falling back to the current location. If you have just this file to extract, the best interface is probably to use "dpkg-deb -I <file> changelog 2>/dev/null".
