This is not sufficient, since we need to give the licenses of all the individual components. OTOH, I doubt that anything is under LPPL in texlive-bin. I'm pretty sure that we had better copyright files in earlier days, at least for tetex-bin, but most probably also for texlive-bin. Does anyone remember the history of changes?
