Dear Maintainer,

when installing licq without any of the "Recommends", it doesn't
startup:

$ licq
15:35:05.776 [ERR] licq: Unable to load plugin (qt4-gui): 
/usr/lib/licq/licq_qt4-gui.so: cannot open shared object file: No such file or 
directory
15:35:05.781 [ERR] licq: Unable to load plugin (kde4-gui):

directory
15:35:05.783 [ERR] licq: Unable to load plugin (console): 
/usr/lib/licq/licq_console.so: cannot open shared object file: No such file or 
directory

I would expect that -- according to the policy -- if installing licq
without any recommends at least one of the required GUI/Console plugins
is installed, too.

Installing e.g. licq-plugin-qt4 solved the issue.
