I think the biggest issue is 3.) The issues I know about are contributed files in debian/additions. However licensecheck is consistently missing files so could be missing some in the upstream tarball. Looking at the current list of bug reports I don't see any point adding to those. I am somewhat assuming you had to modify the output. If so enhancing a generator script is a bit of a loser's game.
