This script http://anonscm.debian.org/gitweb/?p=pkg-exppsy/neurodebian.git;a=blob;hb=HEAD;f=tools/nd_build_testrdepends first builds the package build-depenedees of which need to be tested against (e.g. cython in this case) and makes those binary pkgs available in a tiny unsigned apt repository listing for which is generated by dpkg-scanpackages.
