Hello Christophe, What is most likely to happen to you is that Synaptic is grabbing the dpkg lock and update-menus is waiting in the background for this lock to be released (look with ps). Next time try to close Synaptic. After 2 seconds, update-menus should start running so you should get the menu update 20 seconds after Synaptic is closed. So I reassign this bug to synaptic. Synaptic should not hold the dpkg lock permanently, it should release it after changes are made.
