In my custom.el I have '(ispell-dictionary "german-old8") (There is nothing about ispell in the other personal init-files.) But when I started emacs it always used german-new8 as default and I had to manually choose the right dictionary. I then found out that german-new8 was set as the system-wide default dictionary of ispell and had to change that to get german-old8 in emacs right from the beginning. But things should be set up in a way that settings in custom.el should take precedence over system-wide settings.
