An example of this script is provided with the distribution Since apparently the script (as shipped upstream) is the only documentation source for the interfaces to that script (i.e. the commend-line options passed and their semantics), I made this a severity "normal" bug, as from the current contents of the "scdaemon" Debian package, it is not possible to write a custom scd-event script.
