Oh, and before you turn down the idea of putting the responsibility of actually enabling PHP (Action and ScriptAlias) directive as being to much work...
I think it wouldn't be that much work :) All we need to do is: - adding a NEWS / release notes entry so that users with their "own" PHP files will notice - go through all packages depending on a php SAPI, and add the two directives to their config snippets.
