Just a FYI, upstream aiccu addresses this problem in the next release
that we are preparing and then also releasing to github at:
 http://github.com/SixXS/aiccu

As such, this matter can be closed by then.

See http://www.sixxs.net/tools/aiccu/changelog for all the changes that
have already been made. We'll be releasing the next version after proper
testing of all changes have been made though which might take a bit more
depending on time available.

Btw, for #497210, the new version does caching of the TIC parameters, as
such, only when those expire will a 'broken/non-responding tic server'
be an issue.
