I could not even reproduce this.
When I start the game with an empty ~/.openarena and switch "Automatic
Downloading" from "off" to "on", the warning appears.
Then I exit the game and restart it. "Automatic Downloading" is still
set "on", and when I set it back "off" and then "on" again, the
warning appears again -- just as expected.
