I think you may be closing this bugreport prematurely. This problem additionally impacts people who are using Debian-based systems to maintain RPM-based chroots or bootstraps as well. As a very real world example of this problem. Previously many people have been using Xen and rpmstrap (http://rpmstrap.pimpscript.net/) to provide virtual CentOS machines to their VPS users. Often people will manage multiple Xen virtual systems on a Debian base. So, even though these people are not using rpm to install packages intermingled with their dpkg-controlled packages on their Debian system, they are still being affected by this error.
