thanks for starting to deal with this bug.

However, asking for clarifications to the license author is not
necessarily helpful: the reply you obtained from L. Rosen clarifies
*his own* interpretation of one unclear clause of the AFL v3.0.
This interpretation, despite being somewhat authoritative, does not
necessarily equal how the *copyright holders* of
debian/contrib/svn_load_dirs interpret the same clause!

If you want to fix the licensing status of
debian/contrib/svn_load_dirs, I think you should get in touch with its
*copyright holders*, rather than with the author of the license they
adopted.
And while you are at it, given the various other issues with the AFL
v3.0, I strongly recommend you to try and persuade the copyright
holders to re-license debian/contrib/svn_load_dirs under clearly
DFSG-free terms (such as the Apache License Version 2.0, for
instance)...
