In passwd version 4.0.13-1, these utilities have been moved to debianutils (version 2.15). As a consequence, the dependency on passwd should be either removed or, more carefully, changed to something like: Depends: ... passwd (<< 4.0.13-1) | debianutils (>= 2.15) ...
