The idea behind the move from Depends to Suggests was that you are able to install bins on a machine without an X display (and without Gnome). Since only "advanced users" would have such a configuration I don't think it will hurt much if the Gnome dependencies are moved from Suggests to Recommends. People using aptitude or some other "advanced tool" will install bins with all the nice features active by default. People using apt-get will not see a big difference between Suggests and Recommends.
